Console — publish a tenant private skill (same approval gate)
Isomorphic with POST /api/v1/skills/{id}/publish: 202 pending_approval (owner DM)
for non-owner operators, 200 published for the owner's own request / idempotent
re-publish. The approval decision itself happens in the existing IM approvals surface
(owner insights/inbox), not on the console API.
